With a view to promote partnership in skill development, and to strengthen mutual interest cooperation between the two countries – India and Japan, the Ministry of Skill Development and Entrepreneurship, Government of India (MSDE) and the Ministry of Justice, the Ministry of Foreign Affairs and the Ministry of Health, Labour and Welfare, Government of Japan (The Ministry of Japan), signed a Memorandum of Cooperation (MoC) in Tokyo, Japan in the month of October, 2017.

The purpose of signing the MoC is to transfer technical skills, techniques and knowledge from Japan to India, appropriately and smoothly, under the Technical Intern Training Programme (TITP). The programme accepts young to middle-aged people from India as interns in industries, in Japan, for a period of 5 years. The purpose is to ensure that Indian youth work in Japan to learn Japanese technology and skills, and gain financial stability to improve their lives. Post completion of the internship, he or she can return to India, and apply the skills learnt. Japan being a developed country, has been following this scheme with various other countries such China, Vietnam, Philippines etc. As of now, the first batch of 15 students has landed in Japan, in July, 2018, and has been working successfully since then.

TITP will be implemented through various key stakeholders, as listed below:

  • The Organization for Technical Intern Training (OTIT)
  • National Skill Development Corporation (NSDC)
  • Supervising Organizations
  • Implementing Organizations
  • Sending Organizations

National Skill Development Corporation (NSDC), under the guidance of the Ministry of Skill Development & Entrepreneurship (MSDE), through a rigorous selection process, identified 23 sending organizations including IL&FS Skills, one of the largest TVET providers in India, to represent India under TITP, and to send technical interns to Japan.

IL&FS Skills actively participates in Technical Intern Training Programme (TITP)

IL&FS TITP technical internshipIL&FS Skills has been working in skill development since more than a decade now to enable Indian youth to learn technical skills, and access to jobs in India, and abroad. IL&FS Skills have been working with various Central and State Governments, leading private companies and individuals to train 1.8 million candidates for various placement linked jobs; IL&FS Skills also conducts various upskilling programmes through state of the art IIS-Institutes of Skills present in almost all states across India. IL&FS Skills has also been imparting the Overseas Training Placement Programme enabling Indian blue caller candidates to find suitable career options in GCC.

Under TITP, Indian students having relevant professional experience, across diverse sectors, and having the required Japanese language knowledge, can apply under TITP. As of now, 75 job categories exist in the following domains: Agriculture, Constructions, Healthcare, Machinery and Metals, Textile, and Fishery, with 134 job operations being being covered.

Being a Sending Organization, IL&FS Skills has committed to identify appropriate candidates, short list and train them in domain knowledge, Japanese language and cultural skills, and to get them interviewed by a prospective Japanese employer. Each of these processes is strictly monitored by NSDC, in order to ensure that maximum benefits are rendered to the candidates.

ilfs-titp-japan-programThis opportunity provides Indian blue collar workers the possibility of not only learning a foreign language, but also helps them embark on a career, with relatively high salaries, as compared to Indian standards. Besides this, the platform also exposed them to an international working environment and culture that will help them embark on a career, once they come back from Japan.

Gagan Pal, Electrician: “I joined TITP because I felt that it would be a good platform to learn about Japanese work ethics and techniques, which could then be applied once I am back to India. Besides, I am eager to know more about the culture and tradition of the country, and, of course, the language.”

Sidharth Chhetri: “For me, it was the possibility of embarking on a promising career, post my return to India that made me join the programme. I felt that the exposure to an international work environment would all the more serve as a springboard for my professional life. Learning a new language, in addition, opens up many more avenues.”

Amar Prakash, Electrician: “TITP has served as a unique opportunity to not only know more about a diverse culture, but also to understand how an international work environment feels like. Besides, Japan is known for its advanced tech skills, which is something I wish to learn and gain from.”

Ajay Kumar, Electrician: “For me, the greatest opportunity lies in the fact that I can learn about technology, in depth, while in Japan. I plan to return after 3 years, and take up a job with a Japanese firm in India.”
